The Payment Gateways beta flag controls whether planners can run a manual card charge, capture, or refund through a Virtual Terminal button on Contacts, Accounts, Attendees, Invoices, and Transactions — it does NOT control this admin page itself.

Admin → Payments, showing configured gateway connections. This page is always available, regardless of the Payment Gateways beta flag.

Gateway connection records — shown here — are always manageable in Admin → Payments no matter how this flag is set. Turning the flag on only adds the Virtual Terminal manual-charge button to the record pages listed above.
